Federal Reserve Lowers Borrowing Costs for Second Time This Calendar Year During Financial Instability

The United States central bank lowered borrowing costs on Wednesday, representing the second rate cut in the current year amid financial volatility originating from the government closure and tariff policies.

Move Arrives at Extraordinary Moment for Central Bank

The move to cut the key rate by a quarter point to a span of 4% to 3.75% comes at an unprecedented moment for the Fed. The institution has been under significant strain to cut rates despite ongoing price increases.

Fed Statement Notes Job Market Shifts

In a statement, the Federal Reserve stated that the unemployment rate had increased but remains low. “Employment growth have decelerated,” the release notes. “Inflation has moved up and stays somewhat elevated.”

Government Shutdown Complicates Fed’s Job

The continuing government stoppage, now among the lengthiest in US history, has also complicated the Fed’s job. Collection of key financial statistics has been suspended without a timeline as employees at the Bureau of Labor Statistics are furloughed during the shutdown.

Data Gap Impacts Policy Decisions

The Fed typically studies labor statistics to determine labor market conditions, including the number of new jobs added to the market and the current jobless percentage. The last jobs report was published in early September, prior to the closure, and gave a relatively bleak overview of the employment scene in August.

The number of jobs created to the market in August was down by more than 100,000 since the earlier season, and unemployment crept up to 4.3% – the peak since 2021.

Private Data Show Continued Decline

Though BLS was scheduled to release September’s employment data in the start of last month, it suspended its release when the closure started. Employment data company a leading payroll processor indicated earlier this month that the business segment eliminated 32,000 positions in last month, a sign that the employment landscape is continuing to slow.

“Both the supply and demand for workers has fallen significantly,” Fed chair Jerome Powell stated recently, a trend he had previously said comes from trade and immigration measures.

Price Data Reveals Gradual Rise

Though the bureau’s jobs report has been suspended, the bureau still issued its inflation report for last month that indicated that prices are going up, although slowly. Costs increased three percent over the last year, the peak since January. In April, the annual inflation rate was two point three percent, the lowest it has been since three years ago. The central bank’s goal price increase is two percent.
